Transport for London (TfL) receives approximately 1,000 applications each week from individuals seeking to become private hire vehicle (PHV) drivers, according to a recent response to a Freedom of Information (FOI) request. Taxi drivers across the UK are required to have an enhanced DBS check, a detailed search of their criminal record, as a way of ensuring that passengers are safe when they get into a car with a stranger. DBS checks are just part of the overall process for licensing new drivers, which also includes Right to Work checks to make sure drivers are in the UK legally, and detailed inspections of the vehicles they will be using. Taxi driver licensing is managed by local councils, and in large cities, such as London or Manchester, the volume of applications can be very high.
Taxi Licensing Check Turnaround Times
Discussing the typical turnaround times for processing PHV driver applications, a TfL spokesperson explained, "we receive around 1,000 applications a week." Applications for taxi driver licensing may come from someone who is new to the process, or from an existing driver who wants to renew their registration and continue to drive legally. TfL emphasised that the licensing process for PHV drivers is multi-staged and can involve requests for additional information or clarification from applicants. Several parts of this process, such as completing an enhanced DBS check and providing required medical information, are beyond TfL’s control, which may affect the time needed to process applications. The administration involved in getting checks completed is considerable, and as the volume is not the same throughout the year, there are peak periods where the staff struggle to cope with the volume of paperwork.
Factors Affecting Taxi Licence Processing Time
